Kentucky, North Carolina, and Illinois are the initial pilot states. For all state-attributed gifts, third-party payment processor fees are deducted first, with net proceeds credited directly to the state sub-account for local veteran relief and community support under Association governance, platform security, and audit oversight.

Payment processor fees (2.9% + $0.30) are deducted first from gross donations so both state and national allocations are computed with exact cent precision.
Designation Precision (State Sub-Ledger)
State-directed gifts are attributed directly to that state’s dedicated sub-ledger account, protecting grassroots funding for local veteran programs.
Post-Close Carry-Forward & Period Locks
Once monthly settlement periods are locked, they cannot be altered. Subsequent refunds or chargebacks automatically carry forward into the next settlement cycle.
