Policies, Trust & Compliance Disclosures
Complete policies governing contributions, state sub-ledger accounting, PCI DSS SAQ-A tokenization, and donor privacy for Handicapped Veterans Association, Inc. dba HVA Social®.
1. 501(c)(3) Tax-Exempt Status & Deductibility
Handicapped Veterans Association, Inc. dba HVA Social® is a recognized 501(c)(3) public charity under the Internal Revenue Code. Contributions are tax-deductible to the fullest extent permitted by law under IRS Section 170. Official written acknowledgments satisfying IRS Section 170(f)(8) are issued automatically for all contributions of $250 or greater.
2. State Allocation & Attribution Policy
For all contributions designated to a state department or localized campaign:
- Step 1: Fee-First Deduction — Third-party payment processor merchant fees (standard: 2.9% + $0.30) are deducted from the gross contribution.
- Step 2: State Allocation — Net proceeds are credited directly into that state’s dedicated sub-ledger account for local veteran assistance and grassroots programs.
- Step 3: National Support & Governance — Portions retained support national governance, platform security, and audit oversight by Handicapped Veterans Association, Inc.
- Cent Invariant: State Share + Association Share is mathematically guaranteed to equal 100% of net proceeds.
3. Monthly Settlement Locks & Post-Close Carry-Forward
State settlement batches close monthly and are locked with immutable bank transfer references. In the event of a subsequent refund, chargeback, or transaction reversal occurring after a period has been locked, the historical settlement remains unedited. The state’s share deduction is recorded in a carry-forward ledger and automatically adjusted in the subsequent monthly settlement cycle.
4. $50,000 State Pre-Incorporation Threshold
State departments operate as integrated sub-accounts of Handicapped Veterans Association, Inc. When a state sub-account accumulates $50,000 in net unrestricted contributions, it reaches the formal threshold for Board review regarding independent state non-profit corporate chartering.
5. PCI DSS SAQ-A Payment Security & Tokenization
SecureContributions.org maintains strict compliance with PCI DSS SAQ-A standards. Payment card numbers (PANs) and CVVs are entered exclusively into encrypted iFrames hosted by 8am AffiniPay. Payment card data never touches, passes through, or resides on our web servers or MySQL database.
6. Donor Privacy, Sustainer Cancellation & Refunds
We never sell, trade, or rent donor contact information. Donors may choose anonymous recognition on any contribution. Monthly sustainers may cancel or modify recurring contributions at any time without penalty by contacting donor services at receipts@securecontributions.org. Refund requests submitted within 30 days of contribution are honored in accordance with payment processing guidelines.
